Adams said other changes In store Include: Regionalization of youth centers to make it easier for families to visit Centers will provide 588 beds Reorganization of group homes so that 14 10-bed homes will operate statewide up from the current 12 The addition of another 10-person house which brings the total to three Organization of four apartment living programs designed I to serve as a transition to adult society for young working adults Construction of five 15-person observation and assessment centers at sites Including Memphis Ms Adams said youth center regionalization Is the final step Spencer Youth Center will be torn down and a replacement built to serve Middle Tennessee she said A new Jefferson County facility will serve East Tennessee and Wilder Youth Center In Somerville will serve West Tennessee Taft Youth Center In Pikeville will remain the facility for violent juvenile offenders Joel-ton's Tennessee Youth Center has been dosed Ms Adams said the Jefferson County center is being built by Correction Corporation of America a firm that will run the facility for the state under a lease agreement Spencer Youth Centers replacement will be an identical CCA-designed facility to be run by the state Department of Youth Services staff The state will have the option of buying both facilities for $9 million each Ms Adams said she is confident the state has nothing to fear from Centers Proposals seek to ease court load 30 DAY TRIAL JACKSON Miss (AP) Legislators looking to ease the state Supreme Court workload said a new appeals court wont pass If a constitutional amendment is re- quired to set it up i we have to go the route of a constitutional amendment we might as well call the game off" Sen Rick Lambert of Hattiesburg told a panel studying the Supreme Court's huge workload Some senators will have other changes in mind said Lambert who wants an intermediate court of appeals to take pressure off the Supreme Court One suggestion is replacing the elected Supreme'Court with an appointed one he said Some senators flare not fond of six-member intermediate appeals court It would hear some of the cases now sent to the nine-member Supreme Court by county chancery and circuit courts A six-judge intermediate court would cost the state about $15 million a year according to a report by the Supreme Court The cost includes salaries for judges and six staff attorneys plus office space and other expenses Cases such as death penalty ap peals utility annexation bond issue and election contests could bypass the Intermediate court and go directly to the Supreme Court Justice Reuben Anderson in Appeal has Ann Landers every said The Supreme Court's caseload has more than doubled in the past 20 years Death penalty cases take up a quarter of its time The
